Bird eggs, white with brown speckles?

Their is only two, I first saw them three or four weeks ago, the mom hasn't came back. But no one has touched them. They are very small about a half an inch to maybe an inch. The spots are very small. The nest is about eight inches around. I wanted to know when they will hatch if they will hatch at all? What kind of bird it is, and if I could take care of them if they do hatch?
